Chief Operating Officer - Atlantic Veterinary College
$129,736 to $143,840 per annum
This position is a key member of the Faculty of Veterinary Medicine’s leadership team that provides strategic oversight to the operational units within the Dean’s Office and includes administration, policy, planning, human resources, and finance. The Chief Operating Officer (COO) reports to the Dean of the Atlantic Veterinary College. This role's responsibilities include budgeting, administration, and implementing efficient workflows to maximize the College's productivity and performance.

RESPONSIBILITIES:
Financial Matters
- Provides the Dean with accurate financial reports, analyses, and projections of the College’s budget
- Develops and implements financial strategies and associated policies and procedures for the AVC in consultation with the Comptroller
- Provides leadership in the development and preparation of college operating budgets
- Contributes to the development of budgetary processes in consultation with the Dean and Comptroller’s Office
- Performs market analysis, prepares business plans, and conducts economic impact studies
- Participates in strategic planning and suggests strategies to address financial challenges and opportunities of the College
- Coordinates and oversees the College’s annual budget processes, including annual budget allowances and expectations for AVC Chairs, Directors, and Managers
- Monitors College’s expenditures and presents financial reports to stakeholders, as instructed by the Dean
- Develops and implements financial practices, systems and procedures to align revenues and expenses within the College and its units
- Administers external contracts, in collaboration with the Dean and Comptroller’s Office
- Performs regular internal reviews as to the compliance of expenditures under University, College, and relevant external body policies
General Administrative Matters
- Develops and implements modifications to continually improve administrative processes
- Serves as a member of Dean’s Council (AVC’s main executive council)
- Ensures that University and College human resource policies are followed within AVC
- Supervises the Dean’s Office support staff
- Supports various administrative processes in the AVC
- Participates in special projects as required by the Dean
QUALIFICATIONS:
- A master’s degree in business administration (MBA), Finance, Accounting, Public Administration, or a related field
- A track record of successful leadership in financial management, administration, and strategic planning
- Strong financial acumen with at least 5 years of experience in budgeting, financial analysis, and strategic planning
- Excellent written and oral communication skills, work ethics, organization skills, and attention to detail
Assets
- Chartered Professional Accountant or equivalent
- Work experience in higher education or public sector setting
- Experience in policy development, compliance management, and driving operational efficiency improvements is a strong asset
