UPEI requires an experienced Manger to lead, support, and coordinate the strategic projects and operational activities in the creation of the Faculty of Medicine at UPEI. In collaboration with Memorial University, this role is instrumental in developing and managing project scope, requirements gathering, stakeholder engagement, solutions selection and deployment and establishing operational management services for this Faculty.  The successful candidate will also provide oversight, leadership and coordination to the planning, research and professional work relating to policy development, governance, and conflict of interest management within the faculty.

Reporting to the Chief Operating Officer (COO), the Manager, Strategic Projects and Policy accomplishes project objectives by planning and monitoring project activities.  The manager/leader works in close collaboration with students, staff and faculty on the campuses of UPEI and Memorial University, external stakeholders in government, private and public sector, and vendors/consultants to ensure the project stays on track from all aspects of establishing this new Faculty. The manager will work in close collaboration with the faculty of medicine and Memorial and leads to development and coordination of policy development and governance.

RESPONSIBILITIES:

Manager, Strategic Projects and Policy duties include the following:

  • Establish and manage project scope and deliverables that align with organizational priorities and timelines
  • Plan, execute, and finalize projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan
  • Develop full-scale project plans, schedules, resource assessment and associated communications documents
  • Drive project execution: track project activities to ensure delivery, monitor & handle changes, conflicts & escalations
  • Create and confirm estimates of resources required to achieve goals during the project and post project operations
  • Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work
  • Ensure project and operational personnel are educated, trained and proficient in technology use and management
  • Create executive & stakeholder communications to build stakeholder confidence & trust, ensure project progress arranging meetings & campus events and communications
  • Liaise with staff and faculty on both campuses to ensure proposed projects objectives are moving forward
  • Working with units within the Faculty to identify areas for policy development and review, including developing and maintaining a policy framework for the Faculty
  • Conducting needs assessments and reviewing existing documentation and standards within the Faculty of Medicine
  • Participating in the development of policy documents including drafting policies, analyzing implications, providing advice and coordinating the various stages of the policy framework process
  • Researching best practices in policy development and implementation
  • Assisting in the designing and implementing of new processes for policy development and administration
  • Implementing new policies across a number of disciplines within the Faculty.
  • Ensuring the Faculty policies and governance structure is in alignment and compliance with accreditation standards
  • Providing professional advice to support the Faculty activities in strategic planning and implementation, project management, and accreditation and governance
  • Other duties as required

QUALIFICATIONS:

  • University degree in Business Management and/or, Certifications in process improvement, PMP, Lean Six Sigma and/or an equivalent combination of education and work experience
  • Demonstrable and referenceable experience with project management of implementing large scale infrastructure projects preferably in a medical school context
  • Experience within a post-secondary institution would be considered an asset
  • Certification from a recognized project management institution (i.e., PMP certification) would be considered an asset, and at least 5 years of proven project management
  • Experience in researching, developing and facilitating policy development
