The Centre for Health and Community Research (CHCR) at the University of Prince Edward Island seeks applications for the position of Research Project Manager and Data Evaluation. The CHCR works closely with researchers and stakeholders from UPEI, other maritime universities, health authorities, and governments on projects aiming to improve health care delivery and policy making for the wellbeing of Islanders and Island communities. 

Reporting to the Director of the CHCR, the Research Project Manager and Data Evaluation will have primary responsibility for the management of CHCR research projects including human and financial resources.  The successful candidate will serve as the Centre’s primary contact both internally and externally.  The ideal candidate will be motivated by the challenge of helping to further develop the unique research goals of this Centre. The successful candidate will be an experienced and innovative researcher, who is versed in collaborating with multiple stakeholders in the execution of the respective research.

RESPONSIBILITIES:

The successful candidate will be expected to perform the following duties:
• Manage and provide oversight to the scoping, planning, design, development, execution, and reporting of research projects and evaluation studies
• Oversee and approve data collection, management, and analysis
• Oversee and approve report and manuscript creation for all CHCR projects
• Lead research activities including but not limited to research ethics board submissions, grant applications, and knowledge dissemination
• Consult and liaise with key collaborators, and internal and external stakeholders (e.g., government, industry, academic partners) with respect to the funding, development, and execution of the CHCR’s research projects
• Effectively manage relationships with government departments and health authorities
• Be familiar with contractual agreements and relevant provincial legislation. Ensure requirements are met
• Ensure reporting requirements are met for all funders
• Work closely with the Director and staff of the CHCR to plan the ongoing work of the CHCR
• Manage CHCR human resource requirements and provide oversight to the work of CHCR research staff (e.g. participating in recruitment processes, supervising staff, evaluating performance, and facilitating professional development)
• Primary responsibility for the oversight of the Secure Island Data Repository (SIDR)
• Track project expenditures, monitor accounts and create fiscal year operating budgets

QUALIFICATIONS:

• Applicants should have a master’s degree in a relevant area, or a similar combination of relevant education, training, and experience
• Excellent written, verbal, and interpersonal communication skills
• Ability to work in teams in a cooperative and collaborative manner
• Significant experience in research and data analysis (minimum 5 years), including experience in working with large, administrative databases is required
• Experience in planning, leading, and executing research projects
• Demonstrated success in developing and establishing new research projects and in obtaining research funding from various sources
• Experience collaborating with various stakeholders (e.g. university, government, and healthcare staff) on research projects
• Experience in staff supervision
• Experience in budget oversight and management
• Extensive knowledge of administrative health databases including their content, structure and limitations
• Experience with the creation and execution of data sharing agreements and familiarity with related provincial legislation
• Knowledge of health data coding systems
• Extensive experience using statistical software including SAS and Stata
• Experience with complex data manipulation and complex linking of databases
• In-depth knowledge of statistical analysis techniques (master’s level training is required)
• Familiarity with the PEI healthcare system, mental health and addictions care and experience in working for or with provincial or federal governments would be strong assets
