Manager of Capital Projects and Planning - Department of Facilities Management
$103,591 to $114,847 per annum
The University of Prince Edward Island is seeking a Manager of Capital Projects and Planning to work within the Department of Facilities Management. Reporting to the Director of Facilities Management and working as part of the department management team, this position will be responsible for project management, capital planning, and sustainability initiatives for the campus. This includes managing dedicated staff, resources, consultants, contractors, and capital budgets, as well as planning, directing, and coordinating activities of projects to ensure goals and objectives of the projects are accomplished within the prescribed time frames and funding parameters. This position must also work closely with other divisions within Facilities Management and with other university departments, as well as with outside agencies, including Federal, Provincial, and Municipal agencies, in the assessment, development, and completion of projects.

RESPONSIBILITIES:
- Develop project plans specifying scope, goals, budget, strategy, scheduling, identification of risks, contingency plans, and allotment of resources for each phase of a project
- Identifies and schedules, project deliverables, milestones, and required tasks
- Coordinates the consultant selection process
- Assists in the negotiations of consultant agreements
- Manage employees within a unionized work environment, including performance evaluation, setting goals and priorities, preparing job descriptions, mentoring, conducting disciplinary action when necessary, and assigning and prioritizing work
- Manages the selection and manages agreements with contractors and vendors
- Ensures all appropriate permits are obtained
- Manages the contracts and agreements between UPEI and consultants or contractors
- Represents UPEI at project meetings
- Ensures regular site inspections are completed to monitor the construction progress and quality, including ensuring compliance with contract requirements as contained in the plans and specifications
- Assesses changes initiated by the architect, contractor, or the University
- Manages project budget and identifies variation
- Ensures commissioning plan is completed
- Develops and implements the moving plan to ensure the move to the new facility is coordinated
- Other duties as assigned
QUALIFICATIONS:
- Bachelor of Engineering or Bachelor of Architecture or related degree
- P.Eng designation is considered an asset
- Minimum 5 years of capital project management experience in multi-million-dollar renovation and construction projects
- Proven management experience with sound professional judgment, initiative, leadership, effective motivation, team building, and delegation
- Knowledge of construction and building systems principles is required
- Sound knowledge and working experience with computers and related software programs
- Ability to develop and maintain productive interpersonal relationships with staff, faculty, professionals, and external agencies
- Ability to plan, organize, and monitor work activities according to priorities, established schedules, and deadlines
- Knowledge of construction and building systems principles
- Ability to organize, analyze, interpret, and evaluate problems and provide practical, cost-effective solutions
- Experience managing staff in a unionized environment with demonstrated supervisory and management skills
- Demonstrates excellent interpersonal leadership skills
