Reporting to the Vice-President Administration and Finance, the Chief Information Officer (CIO) provides strategic, operational, and administrative leadership for planning, developing, and maintaining the University of Prince Edward Island’s information technology systems and services (ITSS). This includes oversight of solution development and deployment; information security; and information technology operations comprising enterprise applications; client solutions; as well as infrastructure and network

As an integral part of the Vice-President Administration and Finance’s leadership team, the CIO ensures that ITSS supports the University’s strategic goals and academic mission, in a manner consistent with University’s values, policy, and relevant legislation/regulation.

RESPONSIBILITIES

Strategic & Operational Planning

Lead the collaborative development, implementation, delegation, and monitoring of multi year and annual plans that support University priorities, including:

  • Digital modernization and transformation
  • Enterprise risk management for ITSS, including cybersecurity
  • IT governance and support for Strategic Enrolment Management
  • Ensure delivery of reliable, client focused digital systems and services that support teaching, learning, research, and administrative operations in a resource constrained, high demand environment

Team & Resource Leadership

Provide effective leadership and oversight of ITSS through:

  • Annual budgeting, capital planning, and resource allocation
  • Employee performance, engagement, and development planning
  • Policy and procedure development and continuous improvement initiatives
  • Regular manager check ins to promote accountability, trust, and delegation
  • Integrate enterprise risk management into strategic and operational decision making

University Outcomes

  • Monitor and report on University level performance measures related to digital modernization, service effectiveness, enrolment priorities, and IT risk (including cybersecurity), ensuring alignment between resources, outcomes, and strategic goals

QUALIFICATIONS

  • Master’s degree in Information Technology, Computer Science, Business Administration, or related field
  • 9+ years of progressively senior leadership and management experience in IT systems and services
  • Experience in a post secondary or large public sector environment considered an asset
  • Strong leadership, communication, and problem solving skills
  • Collaborative, consultative approach with a strong customer service orientation
  • Experience with enterprise systems (ERP, facilities management, Microsoft Office)
  • Ability to work independently, take initiative, and follow through
  • Demonstrated commitment to equity, diversity, and inclusion
