Manager of Employment and Labour Relations - Human Resources Department
$103,591 to $114,847 per annum
As soon as possible for one (1) year (term may be reduced or extended depending on performance, available funding, and departmental requirements)
Reporting to the Director, Human Resources, the Manager of Employment and Labour Relations leads a dynamic team of human resource professionals and the operations of labour relations, talent acquisition, employment-related immigration matters, and job evaluation. The Manager leads the review and implementation of human resource policies and practices, ensuring a high-performing, inclusive, and engaged workforce. This position is expected to offer strategic human resource advice to leaders on employee relations matters and leads the administration and interpretation of non-faculty collective agreements.

RESPONSIBILITIES:
- Provide strategic advice to leaders on labour and employee relations matters, supporting effective resolution, risk mitigation, and alignment with collective agreements
- Lead and oversee workplace investigations, ensuring processes are fair, thorough, and aligned with best practices
- Support leaders in managing complex employee relations issues with professionalism, sensitivity, and sound judgment
- Support workforce planning and organizational effectiveness initiatives
- Provide strategic oversight of the end-to-end recruitment life cycle, ensuring equitable, consistent and compliant staffing practices
- Develop and implement innovative approaches to attract, engage, and retain diverse talent
- Oversee job evaluation and classification system that ensure internal equity and role clarity
- Provide guidance on employment-related immigration matters, to ensure compliance with legislative and regulatory requirements
- Support the continuous improvement of human resource policies and procedures, to ensure alignment and consistency in best practices
QUALIFICATIONS:
- Undergraduate degree in a relevant discipline preferably with concentration in Human Resources, Business, or Industrial Relations. CPHR designation or progress toward designation is considered an asset
- Demonstrated extensive experience leading labour relations, employee relations, or HR operations in a complex, unionized environment. Experience in a post-secondary environment is an asset
- Proven ability to lead or advise on grievance processes, workplace investigations, and collective agreement interpretation
- Experience designing or improving HR processes (e.g., recruitment, job evaluation) with a focus on efficiency, equity, and user experience
- The position requires demonstrated independent judgement and sound decision-making, and the ability to build partnerships and work collaboratively with diverse groups
