What explains differences in innovation strategies and policies among industrialized countries trying to shift from resource-based to knowledge-based economies? According to globalization theorists, national industrial policies and institutions should converge over time rather than diverge. One explanation rests in the many ways that regions within countries and their industry-specific institutions and organizations influence and implement national strategies, manage resources, establish institutions, and design incentives in support of innovation. These efforts represent varying modes of contemporary governance – how organizations and institutions mobilize resources to achieve their goals. Diane’s presentation will present data on Canadian national bioscience strategies and on select established and emerging Canadian bioscience regions. As a backdrop, it also makes general comparisons with some regions in Italy and the United States, two countries with varying levels and types of bioscience innovation. In her presentation, she will focus particularly on strategies related to financing of bioscience and if time permits, strategies designed to strengthen skill development, two areas critical to the success of this industry.
