Description: Awarded to a student who intends to pursue a degree in law or a post-graduate degree that honours Justice Mark MacGuigan's commitment to social policy and/or social justice.
Background: Mark Rudolph MacGuigan was born in Charlottetown in 1931. He was educated at St. Dunstan's; University of Toronto (M.A., Ph.D.); Osgoode Hall Law School, York University (LL.B.), and Columbia University (LL.M., J.S.D.) and held five honorary doctorates of law. He was an Assistant Professor (1960-63) and Associate Professor (1963-66) of Law at the University of Toronto. He also was a visiting Associate Professor of Criminal Law, New York University (Summer - 1966); Professor of Law at Osgoode Hall Law School, York University (1966-67); and Founding Dean of the Faculty of Law, University of Windsor (1967-68). Elected to the House of Commons for the constituency of Windsor-Walkerville in 1968, Mark served for sixteen years in the House of Commons. He served as Parliamentary Secretary to two ministers, chairing three Parliamentary Committees and one Joint Committee. In 1980, Mark was appointed to the cabinet as Secretary of State for External Affairs and was also appointed Minister of Just ice and Attorney General of Canada in 1982 under Prime Minister Trudeau. He became a Judge of the Federal Court of Appeal on June 29, 1984 and held that position until his death on January 12, 1998. Mark wrote and published extensively on such subjects as law, philosophy, and social policy. One of his last books published in 1994 was Abortion, Conscience, and Democracy. He became a judge of the Federal Court of Appeal, a position he held until his death in 1998.
