Reporting to the Comptroller, the Manager will be responsible to plan, organize, direct, manage, evaluate procurement activities, policies and procedures of the organization, including the identification of opportunities for operational improvements.

RESPONSIBILITIES:

• Develop and manage the procurement policies, procedures, standards and strategies to ensure process transparency, fairness, impartiality and confidentiality
• Develop and manage the proposal, bidding and negotiation process while adhering to applicable legal standards and codes of ethical conduct
• Negotiate major purchases, develop blanket or master agreements with suppliers and engage in all aspects of contract management
• Review and assess total supply chain risk and identify opportunities to minimize and eliminate risk
• Maintain effective working relationship with management and staff coordinating purchasing activities
• Analyze procurement related information and evaluate the results to choose the best resolution and alternatives to supply challenges
• Identify, qualify and select vendors of supplies, equipment and services and conduct overall supplier management
• Evaluate cost and quality of supplies, equipment and services
• Manage purchase requisitions/orders
• Manage ongoing process improvement for all procurement processes
• Manage all activities related to UPEI Shipping, Receiving and Mailroom
• Review records of supplies, equipment and services ordered and received
• Analyze market and delivery systems to assess present and future supplies availability and alternative sources of supply
• Supervise, interview, select, coach, train, manage and appraise the performance of procurement staff
• Develop and maintain constructive and cooperative working relationships with all stakeholders
• Communicate information to all stakeholders using the appropriate communication method
• Perform and/or direct day to day administrative tasks

QUALIFICATIONS:

• Undergraduate degree - preferably with a Business and/or Accounting focus
• Minimum of 3-5 years of supervisory and accounting experience, preferably in a university or similar setting or an equivalent combination of education and experience
• Detailed knowledge of supply chain, applicable laws and regulations, administration and management, production and processing, mathematics, personnel and human resources, economics and accounting, relevant tools and technology, customer and personal services
• Keys skills include negotiation, persuasion, supervisory, active listening and learning, critical thinking, analytical thinking, judgment and decision making, reading comprehension, management of material resources, project management, mathematics, time management, presentation and operations analysis
• Detailed understanding and experience in working with computerized accounting systems, spreadsheets and database software including data reporting
• Strong analytical and decision-making skills
• Exceptional communication and interpersonal skills
