The Centre for Health and Community Research is seeking a Manager to assist with the further development and future management of the Secure Island Data Repository (SIDR).  SIDR is a data facility which holds administrative health data and other research data to facilitate secure data access in a controlled research environment.  Reporting to the Research Project Manager, the successful candidate will be an experienced project manager with a high degree of initiative and organizational skills.

RESPONSIBILITIES:

  • Work closely with UPEI ITSS, CHCR and SIDR staff, privacy professionals and stakeholders to ensure administrative, physical, and technical safeguards are in place for the operation of SIDR as a data custodian and information manager under the Health Information Act
  • Be familiar with relevant legislation (e.g. Health Information Act), UPEI Policies, and SIDR processes and procedures
  • Manage the day to day operations of SIDR, including assigning work to analysts and overseeing and approving creation of user accounts and access permissions
  • Work with the Administrative Office Manager and analysts to prepare quotes for data access and/or analysis requests
  • Ensure compliance with all University policies and SIDR procedural requirements (e.g., ensuring data access prerequisites are met by researchers and clients, staff is familiar with and follows security protocols, etc.)
  • Maintain and update documentation and complete reports as outlined in SIDR procedures
  • Participate in relevant working groups within the regional Maritime SPOR SUPPORT Unit and the SPOR Canadian Data Platform
  • Manage the activities around SIDR operational budget (for example: contracts, technology purchases, staffing, consultants, billing, projections, etc.) and time tracking.
  • Assist with and/or coordinate major project/RFP budgets  
  • Ensure compliance with all relevant policies/procedures and processes for all SIDR users/stakeholders through guidance, direction, supervision, and/or instruction
  • Act as a lead collaborator for technological changes, enhancements, and/or modifications.
  • Actively participate in policy development, developing strategies for optimizing SIDR systems, and supervising people in the daily operations of those systems
  • In collaboration with other managers/directors, hiring, organizational planning, and/or performance management of staff and team members that will work on or with SIDR
  • Handling all team member and client concerns relating to SIDR, developing action plans for their resolution and/or reporting these concerns to the appropriate authority as outlined in SIDR procedures
  • Writing funding applications for the further development of SIDR and related topics

QUALIFICATIONS:

  • Completion of a recognized post-secondary program in a related area
  • 3 to 5 years relevant experience in project management in the IT or research field
  • An understanding of database functionality and management  is required
  • Ability to manage confidential information appropriately and in compliance with relevant legislation, policies, and procedures
  • Strong organizational skills
  • Demonstrated ability to work independently as well as in a team
  • Excellent interpersonal skills and the ability to work with others in a cooperative and collaborative manner
  • The following are not required but would be considered strong assets: experience working in a research team; experience working with databases; familiarity with administrative health data.
