The University of Prince Edward Island is seeking a Manager of Capital Projects and Planning to work within the Facilities Management Department.  Reporting to the Associate Vice-President of Facilities Management and Construction and working as part of the department management team; this position will be responsible for project management, capital planning, and sustainability initiatives for the campus.  This includes managing dedicated staff, resources, consultants, contractors and capital budgets, as well as planning, directing and coordinating project activities to ensure goals and objectives are accomplished within the prescribed time frames and funding parameters.  This position must work closely with divisions within Facilities Management and other university departments as well as outside agencies including Federal, Provincial and Municipal, in the assessment, development and completion of projects.

RESPONSIBILITIES:

This position will be responsible for the development of project plans including scope, goals, budget, strategy, and scheduling.  The incumbent will be required to identify risks, establish contingency plans and determine the allotment of resources for each phase of a project.   The position will be responsible for identifying and scheduling project deliverables and coordinating the consultant selection process, including assisting with the negotiations of consultant agreements.  The incumbent will manage the contracts and agreements between UPEI and consultants or contractors and will represents UPEI at project meetings.  They will ensures regular site inspections are completed and will monitor the construction progress and quality, ensuring compliance with contract requirements as contained in the plans and specifications. They will assess changes initiated by the architect, contractor or the University and manage the project budget, in consultation with the Associate Vice President, Facilities Management and Construction.

QUALIFICATIONS:

The successful applicant will have a Bachelor of Engineering, Bachelor of Architecture or a related degree.  P.Eng designation would be considered an asset.  They will have a minimum of 5 years capital project management experience in multi-million dollar renovation and construction projects. Knowledge of construction and building systems principles is required.

Proven management experience with sound professional judgement, initiative, leadership, effective motivation, team building and delegation skills are essential.  The individual must have the ability to develop and maintain productive interpersonal relationships with staff, faculty, professionals and external agencies.  Experience managing staff in a unionized work environment with demonstrated supervisory and management skills are required.
