David L. Cook
Adjunct Professor

A Specialist in International Political Economy with the Department of Political Studies, University of Prince Edward ISland, David's work focuses on regional and multilateral trade negotiations, the World Trade Organization, international trade and investment policy, and SME trade developement and export marketing. He graduated from the University of Alberta in 1980 earning a Ph.D. in International Relations and Comparative Politics. His Ph.D dissertation explored the domestic sources of influence on foreign economic policy-making in the People's Republic of China. He received a Bachelor of Arts (1972) and a Masters of Arts (1975) from Dalhousie University, Halifax, Nova Scotia.

His carreer includes public and private sector engagements as a policy analyst, strategic planner, economist, executive manager and negotiator. In addition to teaching university courses on international relations, the world trading system and foreign policy, David has operated a private sector export consortium, and advised on private sector trade policy issues. He has conducted business and research in the United States, Iceland, England, and emerging markets in Ukraine, Moldova, Lithuania, Kyrgyz, Mexico, Greater China and Russia. He continues to research and write on contemporary trade issues.

In 1994, he received a citation from the Govenor General of Canada, and was awarded the Commemorative Medal for the 125th Aniversary of Canadian Confederation, in recognition of significant contributions to Canada.

Following service as a Trade Policy Coordinator, Government of Alberta, for the duration of the Canada/United States Free Trade Agreement negotiations, he joined the federal public service working on a broad range of regional economic and business developement issues in Atlantic Canada. He served in a variety of management capacities, including regional planning and coordination; international trade, immigration and investment; and operation of the PEI Constitution Office during the Charlottetown Accord National Referendum in 1992.

He is co-founder and President of the Centre for Human Developement, based in Chicago, Illinois. The Centre for Human Development is an IRS registered charitable organisation engaged in educational activities designed to pursue alternative solutions to meeting Human needs.
