New Curriculum Streams! The Atlantic Summer Institute (ASI) is proud to be launching a full workshop series within a structured Curriculum for the 2007 Institute. This will emphasize collaboration and innovation and will result in a certificate that verifies participation in quality professional training. The Curriculum supports the Institute’s vision of continuing to expand partnerships and lead knowledge for safe and healthy communities in Atlantic Canada.
What’s the Curriculum all about? The objectives of using a Curriculum Framework for the Institute is to filter three fields of knowledge; Health Promotion, Crime Prevention and Social Development through the lens of the Circle of Health.
The Institute is offering a Curriculum Framework through which to structure and guide the program this year. These are offered in three streams:
- Foundations: Concepts and Theories: For people who are new to the Institute and those who want a refresher on the links between Health Promotion and Crime Prevention through Social Development. The three workshops in this stream will provide for a deeper understanding of the fundamental concepts and theories for creating healthy and safe communities.
- Concepts and Theories Integration: Case Study Application: For people who have completed the Foundations Stream or who want to integrate their knowledge in a guided method. The three workshops in this stream will build capacity to use comprehensive frameworks to plan across Health Promotion, Crime Prevention and Social Development sectors.
- Leadership: For people who want an advanced focus on leadership, the three
workshops will develop the model and practice of shared (collaborative) leadership among sectors and within communities with a particular emphasis on power influence and innovative problem solving.
The Foundations Stream was piloted at the 2006 Institute in English and as a result of its success will be offered as a bilingual stream this year. Concepts and Theories Integration: Case Study Application and Leadership Streams will be piloted in English at this year’s Institute with French language support offered. Prior to the Institute, participants will be contacted to register for one of the three streams.
Also this year the Institute is offering a certificate of participation for those who have attended three workshops in the same stream. Register online now! www.upei.ca/SI.
The 2007 Atlantic Summer Institute on Healthy and Safe Communities will be held August 21-24 in Charlottetown, Prince Edward Island. The event is sponsored by the Atlantic Centre of Excellence for Women’s Health and supported by the Government of Canada’s National Crime Prevention Strategy. Hosts for this year’s Institute are the UPEI Centre for Life Long Learning and the PEI Health Research Institute.

Caring without Marginalizing; Focussing on Youth At-Risk is Good Crime Prevention Policy
There is a strong perception that youth crime rates are growing when they remain stable.
Youth gangs constitute a significant preoccupation for the public, yet their real dimension and frequency is likely far less threatening. Overall crime rates are declining yet fear of crime augments, especially among older persons.
Whether here in Canada, or in France, the U.K or Australia, there appears to be a growing divide between youth and older adults: youth “are” a problem. Ultimately, youth are demonized, and behaviour which would have been tolerated 20 years ago is now often criminalized (witness, the antisocial behaviour orders in the U.K).
So if youth are marginalized and demonized, is there not a significant risk that a crime prevention policy focussing on youth at-risk might further contribute to stigmatizing young persons?
- Is it good public policy to focus crime prevention efforts on youth?
- What do we mean when speaking of at-risk youth?
- How can interventions be targeted without excluding?
This presentation will address some of these issues, using international and national data and knowledge. It will also explore how the issue of youth at-risk from a crime prevention perspective is relevant for other areas of public policy.

Police Consultation Announcement The Atlantic Summer Institute on Healthy and Safe Communities hosted an online consultation with representatives of police services in Atlantic Canada, April 24, 2007.
At past Institutes, representation from the policing and justice sectors has been lower than organizers had anticipated so a consultation was suggested. The purpose of the consultation is to gain input on the Institute’s program and what changes could be made to better respond to the learning needs of the sector.
The results of the consultation will be presented at the next advisory committee meeting and an action plan created.
Francophone Connection Project Announcement Since the first Atlantic Summer Institute in 2004, efforts have been made to create a bilingual learning event that enables cross cultural learning in Atlantic Canada amongst many sectors that have an interest and responsibility for the health and safety of the Atlantic region. Feedback has been sought from the Francophone community on various occasions and this resulted in an increased focus on the needs of the francophone participants and recommendations were made to the Advisory Committee.
In June 2006, funding was secured through an amendment to the current Population Health Fund project to explore more effective means of cross cultural knowledge exchange. The Advisory Committee determined that the best means of reaching this objective was to allocate the resources to increase francophone representation on the Advisory Committee and to engage francophone leaders in the region in working with the Institute to increase cross cultural sharing of knowledge and francophone participation at the Institute; thus creating not just a bilingual, but a bicultural learning event. Work on the project took place in April and early May.
