Island society has inherited a rich endowment from the Rural Development Council (RDC), a community empowerment organization which flourished briefly in the early 1970s. This legacy includes heightened awareness of rural development issues, the highly popular Community Schools program, and a generation of political and business leaders who received invaluable on-the-job training as RDC staff workers.
