The Centre for Health and Biotech Management Research (CHBMR) at the University of Prince Edward Island seeks applications for the position of Data Analyst.  This is a contract position until April 30, 2017 .The primary goal of the successful applicant is the analysis of administrative health databases and research-produced data.

Reporting to the Research Project Manager, the Data Analyst will have primary responsibility for the analysis of all data pertaining to CHBMR research projects and will serve as the primary contact in these aspects for the Centre both internally and externally. The Data Analyst will provide and apply scientific research and design expertise, utilizing both quantitative and qualitative methodologies, to implement decision support and reporting solutions. The ideal candidate will be motivated by the entrepreneurial challenge of helping to further develop this unique research centre. The successful candidate will be a strategic and experienced data analyst with excellent organizational and communication skills.

RESPONSIBILITIES:

The successful candidate will be expected to perform the following duties:
• Analysis of several administrative health databases using SAS and Stata
• Analysis of data generated throughout projects performed by the CHBMR research staff
• Perform complex data manipulation of large administrative databases
• Perform complex linking of large administrative databases
• Reporting results of all analysis to the CHBMR director, the Research Project Manager, and staff as well as relevant stakeholders
• Work closely with the Research Project Manager to publish findings of the data analysis performed
• Liaise and network with key stakeholders in industry and government the Health Care system in PEI and collaborating provinces on data analysis and data management topics
• Work closely with the Director, the Research Project Manager, and the staff to plan and support the ongoing work of the CHBMR
• When applicable, design and develop surveys and use survey findings to develop actionable recommendations for various stakeholders

QUALIFICATIONS:

The successful candidate will have as a minimum a Bachelor degree plus significant data analysis experience and/or a combination of relevant education and experience. The successful candidate must have the following skills:

• Knowledge of administrative health databases including their content, structure and limitations
• Knowledge of provincial healthcare coding systems
• Experience using statistical software including SAS and Stata
• Experience with complex data manipulation and complex linking of databases
• In-depth knowledge of statistical analysis techniques
• Excellent time management, organizational, and communication skills, both verbal and written
• Excellent interpersonal skills and supervisory experience
• Demonstration of planning and execution skills
• Ability to work with others in a cooperative and collaborative manner
• Ability to convey information and ideas, both verbally and written, in a manner that engages people and enables them to understand, retain, and respond to issues
• Ability to assess difficult situations and make timely, effective decisions based upon analysis, consultation, experience, and judgement
