The Department of Human Resources and Payroll is seeking an energetic and experienced Payroll specialist to join our fast paced, service oriented team.  UPEI is embarking on the implementation of a new administration system to provide increased functionality for students, faculty and staff.  This includes the implementation of a new HRIS and Payroll system.  The ideal candidate will be an integral member of the HR/Payroll team through the implementation and transition into the Ellucian Colleague System.


Working in cooperation with the Payroll team, the Payroll Officer will:

• Coordinate, verify and perform all activities relating to the processing of current and arrears bi-weekly payrolls in cooperation with payroll and staffing clerks.  This includes auditing of various payroll change reports, identifying errors/omissions prior to banking deadlines and running various system processes to finalize the payroll.
• Prepare and implement annual salary increases, step movements, retroactive pay, sabbatical leaves, reduced appointments and self-funded grants as required.
• Prepare payroll journal entries including salary cost transfers, pay cancellations, and T4 adjustments to payroll accounts.
• Ensure the processing and remittance of government, pension, supplementary benefits and union payments by specified deadline dates.
• Implement annual rate changes for mandatory benefits and supplementary benefit renewals.
• Audit and balance payroll accounts quarterly and at year-end.
• Verify and prepare T4s (electronic and paper) and T4As annually
• Maintain up-to-date files in accordance with payroll best practice and legislation
• Interpret and apply provisions of various collective agreements and terms of employment.
• Verify and monitor accuracy of in-house HRIS/Payroll system and provide technical troubleshooting in cooperation with the University’s IT technical staff.
• In coordination with the other Payroll Officer, serve as point of contact with respect to CRA, CPA, WCB, etc. Prepare Records of Employment and respond to payroll inquiries, confirmation of earnings and verification of employment requests as required.
• Complete monthly Statistics Canada payroll surveys.
• In cooperation with the other Payroll Officer, oversee and coordinate workload of the full-time payroll clerk.


• Minimum two year college diploma in business accounting.  A degree in Business Administration or related discipline and certified payroll practitioner accreditation would be a definite asset.
• Minimum of 3 years relevant payroll experience, working with integrated HRIS/Payroll systems.
• Demonstrated strength in numerical and analytical abilities with a focus on accuracy when processing mass data entry.
• Demonstrated strong computer skills required including proficiency in computerized HRIS/Payroll systems, spreadsheets and database software.
• Strong customer service based communication and interpersonal skills with the ability to develop and maintain productive interpersonal relationships with staff, faculty, professionals and external agencies.
• Demonstrated ability to multi-task, meet multiple tight timelines, plan, organize and monitor payroll related activities according to priorities and established schedules and deadlines.
• Experience working in a unionized environment with a demonstrated proficiency working with numerous collective agreements, benefit plan provisions, university policies and government regulations.
• Experience with database reporting software (CROA) would be an asset.
