This position is accountable to the Director of Facilities Management for the business and administrative resources and processes to support the mission of the department as well as responsible for the delivery of custodial services for UPEI campus buildings. This delivery of custodial services requires the management of the custodial staff (planning, work schedules, day/evening/weekend coverage, etc.), operating budget including equipment and supplies, as well as meeting with customers and adhering to established campus cleaning standards. Responsibilities also include departmental budget reporting, a variety of administrative services including human resources, departmental performance analysis, benchmarking, best practices, and administration of departmental work order information systems.

RESPONSIBILITIES:

• Manage day-to-day activities of administrative staff  including staff scheduling, performance evaluation, assigning and prioritizing work
• Supervise daily work activities of the cleaning foreman and service workers including work schedules, vacation planning and human resource management to ensure the campus is cleaned to the cleaning standards and within the departmental budget allocation
• Participate in staff selection and recruitment as required
• Ensure that custodial staff are trained in accordance with regulatory and departmental guidelines
• In consultation with Human Resources provides advice to the departmental management team on human resource/payroll/collective agreement issues
• Responsible for the development of custodial procedures and assist in the development of policies and procedures
• Monitor and analyze departmental key performance indicators and benchmarks
• Coordinate the development and allocation of the departmental operating budget and provide monitoring, analysis, adjustments, auditing and reports
• Monitor and provide reports on the usage of overtime within the department, and charges back to the appropriate customer as required
• Monitor third party contracts
• Manage the Work Control Centre including work order processing and room bookings 
• Order materials and supplies, process invoices, assist in managing service contracts
• Implement and oversee a formal inspection program to ensure cleaning standards are consistent across campus

QUALIFICATIONS:

• University graduate in Business Administration or related area of study or an equivalent combination of education and experience
• Minimum of five years in a management position with strong demonstrated skills in human resources, planning, organizing, and managing employees
• Experience in an administrative/accounting work environment requiring considerable knowledge of computer-related systems
• Experience working in a unionized environment and custodial management experience would be a definite asset
• Must possess excellent oral and written communication skills
• Experience with modern accounting and facilities management software would be an asset
• Working knowledge of a variety of government acts and legislation such as Workplace Hazardous Materials Information System (WHMIS), Health and Safety (H&S), Transportation of Dangerous Goods (TDG), Workplace Health Safety, and other applicable legislation would be an asset
